The plan specifies how the government plans to structure its debt portfolio in the medium term. It also operationalizes the debt management objectives, considering the constraints, and, more specifically, the government preferences regarding cost-risk trade-offs.
More than 60 agencies, commissions or authorities were to be disbanded, merged with others or returned to ministries as departments. Now Public Service Minister Wilson Muruli Mukasa says the process requires amendments in legislation. “Most of these agencies are created by acts of parliament and you cannot just abolish them,” he says.
According to the National Budget Framework Paper 2021/2022, the total resource envelope in the next financial year is projected at 45.658 Trillion Shillings, which is a slight increase of 164 billion shillings from the current budget.
