Ggoobi expressed concern that during heated election periods, many Ugandans tend to abandon their economic activities and focus excessively on politics, which negatively impacts productivity and economic growth.
The warning has been issued by the Permanent Secretary and Secretary to the Treasury-PSST in the Ministry of Finance, Ramathan Ggoobi, who accuses some accounting officers in Ministries, Departments and government agencies of committing budget games which he says is another form of corruption.

State Minister for Finance Henry Musasizi said several challenges have resulted in a rise of public debt and its servicing costs and to adapt to this environment, the projected resource envelope for the next financial Year budget has reduced by 2.54 trillion Shillings from 25.402 trillion in the current financial year to 22.86 trillion.
In his statement, Ggoobi said that government is implementing a Tax Expenditure Rationalisation Plan to streamline tax incentives over the medium term.
