He says simcard users seeking to acquire, replace or upgrade their simcard should appear to the telecom operator in person with an original national identification card. The operator is expected to match the ID data using the electronic card reader and obtain real time online verification from the NIRA database through the API.

Samuel Kisembo Araali, the Kibaale Resident District Commissioner, said that the district chief administration office and other officials heading the registration exercise suspended the issuing of birth certificates because local leaders have been using them to get a lot of money from residents.
Members of Parliament want former ministers and other government officials implicated in the now controversial national Identity Card project to refund the money. This comes on the second day of debate on the report that was tabled on Tuesday by the vice chairman of the Defense and Internal Affairs Committee, Simon Mulongo.
