The disagreements are on Article 15. In the 1999 constitution, the article called for the removal of the King on medical grounds, misconduct or misbehaviour. It also gave powers to members of the ruling clan, the Babiito, in consultation with the kingdom parliament to appoint a successor. In the amended version of the constitution, however, the section was scrapped, drawing mixed reactions.
In 2012, Omukama Oyo suspended the 1999 Tooro Kingdom constitution and appointed a nine-member committee led by his aunt, Princess Elizabeth Bagaya, to review it and suggest some amendments. Among the changes, Article 15 which in the 1999 constitution stated that the Omukama shall be removed based on medical grounds or misconduct, has been deleted.
The decision to turn one of the Kingdoms historical assets into a hotel was resisted by some members of the royal family notable among them Princess Elizabeth Bagaya, King Oyos auntie. Bagaya argued that the building is symbolic in Tooro and should be preserved.
Prince Kijanangoma confirmed in an interview with Uganda Radio Network that in the meeting, which was informal, Bagaya requested him to abandon his mission to oust King Oyo because it has divided the royal family and the people of Tooro.
Members of the Tooro royal family are pushing for a vote of no confidence in King Oyo Nyimba Kabamba Iguru Rukidi IV for allegedly abdicating his kingdom duties. On Saturday, close relatives of King Oyo including his paternal uncles and aunties met in Kampala to push for a change in the monarchy.
Abooki Nyakato, as she was commonly known in Tooro, was in 1992 appointed by King Patrick Olimi Kaboyo to spearhead the drafting of the Kingdom constitution. Nyakato together with lawyers from Tooro finalized the drafting of the constitution in 1995 the same year Kaboyo died suddenly and was replaced by Oyo Nyimba Kabamba Iguru Rukidi IV.
Prince Ricardo Okwiri, an uncle to King Oyo, who spoke on behalf of the Kingâ€™s close relatives, said that itâ€™s a shame and an embarrassment to the Kingdom that the King doesnâ€™t value the memorial service of his grandfather.
The 1999 Kingdom constitution states that the Kingdom Parliament, the Orukurato will have powers to remove the King. However Kingdom clan heads have agreed to give the powers to only members of the Babiito.
