Three candidates were on Monday nominated on day one for the Butaleja District Parliamentary by-election. The candidates include two independent candidates Betty Hamba and Munaba Perusi, who is former Deputy Mayor of Makindye Division in Kampala and Felistus Namwihiri, the FDC party flag bearer.
The Electoral Commission has set Monday and Tuesday as nomination days. A total of 6 candidates had by last evening picked nomination forms. After nomination, candidates will be allowed to campaign for 17 days between January 24 and February 10.
The voters have accused Professor Elijah Mushemeza, the NRM electoral commission chairperson of allegedly stuffing ballots and aiding other electoral malpractices. It all started on Thursday night after Prof. Mushemeza arrived in the district at about 11pm with the election materials.
Members of Parliament have disagreed with Speaker Rebecca Kadaga over her decision turning down a petition to recall the House from recess. In a letter dated January 17 2012, Kadaga tells the legislators that she could not recall the House because the petitioners had not fulfilled the requirements of Article 95(5) of the constitution on the same.
Five of six suspects accused of causing the death of Butaleja Woman MP Cerinah Nebanda, have registered some victory after court struck out one of the charges preferred against them for being defective. Makindye Chief Magistrate Ester Nambayo, struck out the charge of supplying and dispensing restricted drugs from the charge sheet leaving manslaughter and two counts of unlawful possession of narcotic drugs.
President Yoweri Museveni has asked the media in the country not to allow government critics, saying their lies have led to loss of lives and property through demonstrations. Addressing journalists at his country home in Kiruhura district on Wednesday night, President Museveni also vowed to arrest and prosecute what he called unprincipled government critics in the country.
DP Spokesperson Kenneth Kakande says it was not right for Adam Kalungi, the fallen MPâ€™s boyfriend to come up and say that he was responsible for her death. Kalungi, who had on Monday pleaded guilty to the charges of manslaughter and unlawful possession of narcotic drugs, turned around today and denied the same charges before Makindye Chief Magistrate Ester Nambayo.

Parliamentary Commissioner, Dr Chris Baryomunsi, has told URN that there are no costs incurred on special sittings since legislatorsâ€™ earnings are not pegged on attendance. He says a special sitting is no different from any other session of parliament and it is the MPsâ€™ obligation to attend without any payment other than their monthly remuneration, unlike committee sessions where MPs are paid per sitting.
