The Anti-Corruption Court in 2014 indicted Loluk for corruption and abuse of office while he was Town Clerk Kaabong Town Council. He was found guilty and sentenced to two years imprisonment.

NRM Secretary General Justine Kasule Lumumba wants the Central Executive Committee of the NRM to be given a mandate to vet NRM candidates vying for the posts before they are subjected to a general vote in parliament. There was chaos at Akello Hotel in Soroti town where Teso NRM youth leaders gathered to discuss the sole candidature of President Yoweri Museveni ahead of the party primaries next year. The youth leaders at the Wednesday meeting appeared to take sides with some supporting the move to have President Museveni as the sole party candidate while others opposed the idea.
He says by endorsing Museveni, NRM legislators ignored other party structures, which forced them as youth leaders to endorse Mbabazi to take on Museveni.
