According to the report, different people interviewed by the researchers, noted Magistrates use the lack of a fixed place of abode for the suspect and sureties as the main reason for denying them bail and therefore end up remanding them to different prisons until their cases are concluded.
The residents are questioning circumstances under which UNHCR acquired the 1-acre piece of land where it intends to set up a permanent reception center for refugees. Nkondo Parish Chairperson Peter Kyasimiire alleges that UNHCR acquired the land without the consent of the community members and the area leaders.

This is the third reception center opened at the Uganda South Sudan border to aid displaced persons escaping the conflict that has paralyzed trade in Africaâ€™s youngest nation. The other reception centers are Elegu border post and Oringi in Koboko.
Presently, EU offers between 4000 and 5000 slots a year in the refugee quota, leaving poorer countries with the biggest burden in terms of hosting refugees. Uganda is one of such poor countries bearing the burden. For instance by August 2012 Uganda was host to more than 190,000 registered refugees and asylum-seekers, according to United Nations Refugee Agency, UNHCR.
