It is alleged that George William Omuge, the District Chief Administrative Officer in December, 2016 reportedly mismanaged over fifteen million shillings that was meant to finance activities of Peace, Recovery and Development Plan for Northern Uganda-PRPD Phase II.
In his general circular dated December 22, Justice Bamwine reveals that the civil servants and other litigants are getting a soft landing in court as they easily obtain injunctive orders to stop the IGG or DPP from prosecuting them and the Auditor General and the Police from investigating them.
