Musisi is accused of conniving with road contractors and sub-contractors in Luuka and the neighboring districts, to illegally hire out the road equipment.
According to the IG, the two conspired and embezzled 28 million shillings that was advanced to the hospital under the Uganda Population-Based HIV Impact Assessment- UPHIA project.
The court heard that between August and September 2020, they conspired with detective Prossy Candia who was charged in absentia, to commit a felony by destroying cash exhibits of one million Shillings that was required as evidence in a judicial proceeding.

Francis Kiwanuka, the Lyantonde District Engineer, and Moses Ndawula Lyantonde Chief Finance Officer, are accused of switching double cabin engines with that of another car. An investigation conducted by the District Public Accounts Committee showed that the Engines of two vehicles belonging to the district had been changed without the approval of the district council.
