Richard Mavuma, the Nakaseke District Secretary for Finance says that the plans were thwarted when the Uganda Road Fund scaled-down funding to Local governments. Mavuma made reference to a circular issued on May 11, 2020, indicating that the Road Find will not make financial releases for the fourth quarter.
Government policy requires local governments to use their own personnel and equipment to maintain District, Urban and Community Access Roads in their respective areas using locally generated revenue and funding from Uganda Road Fund.
The company was contracted by Uganda National raods Authorities to upgrade the roads in question to first class murrum at a cost of 900 million shillings.The roads ease connection between the sub counties of Ihunga, Kibatsi,Bwongyera and Nyamunuka town council .
Lydia Kwesiga, the Western Region Design manager under PPDA, said the contractor has several defects to fix especially where poor quality material was used.
Mbarara Municipality Secretary for Finance Benon Kajubi said that the funds, raised from local revenue will be spent on infrastructural development projects, some of which have been outstanding for a lengthy period. This includes the construction of Katete Bridge, upgrading Kitunzi road and erecting street lights along High street.
Bushenyi Municipality engineer Deus Baingana has come under fire over alleged shoddy work. Baingana is accused of messing up a road contract worth 400 million shillings that connects Bushenyi Main road to Katokye and the State Lodge.
The councilors argue that the Mayor, his deputy, office of the Town Clerk and the engineering department have on several occasions been seen monitoring the roads without informing council about the progress or even inviting councilors to be part of the process.
Road users in the districts of Lamwo, Kitgum and Pader have voiced concern over what they call delays, shoddy works and safety issues in the constriction of Gulu-Acholibur-Musingo road.
However the manner in which works were being executed irked locals and users who petitioned Kabale Municipality Sentaro Byamugisha and the office of the Resident district commissioner to investigate the matter.
Allan Kyobe Ssempebwa, manager media relations in the office of the executive director UNRA, says all Foreign contractors and consultants have been notified about the verification exercise, which will start mid this month. He says during the exercise, the expatriates will be required to Present valid entry permits, certificate of residence and work permits as required by the law.
Speaking to URN in a separate interview, Peter Matsiko, the Town Clerk Hoima Municipality blamed the delayed road works to some encumbrances and compensation wrangles.
Prosper Kwarija, a taxi driver along the NtungamoKabale road says the road has developed cracks at several spots, which he says is an indication of poor workmanship.
While addressing hundreds of voters at Namayingo primary school Play Ground in Namayingo Town council on Monday, Museveni blamed the delayed construction of the 104 kilometer MusitaNamayingoLumiino- Busia road on compensation issues.
