While tabling the motion for the approval of the agreement on Tuesday, Defense Minister, General Jeje Odong told parliament that the purpose of the agreement was to establish a mechanism for prevention, management and resolution of inter and intra-state conflicts. Adding that, the agreement is to also ensure consultation and cooperation for peaceful settlement of disputes, and capability for response in a timely manner to conflicts in Africa through an operational structure.

The legislators told journalists on Monday that Betty Amongi, Sam Engola and Felix Okot Ogong met the Deputy speaker, Jacob Oulanyah on April 5th with the hope of maintaining the status quo but he insisted on running against Kadaga for the position of speaker in the 10th parliament. Betty Amongi, the Oyam South MP said that Oulanyah told them that he would vie for the position of full speaker for the 10th parliament, adding that he has no problem remaining a back bencher incase he loses the polls.
