The two communities have been fighting over the administrative boundary since 2002 when mining activities commenced in Moroto. The contested areas include Rata village which is a base for DAO Marble Limited and Musupo and Nakiloro parishes which have vast mineral deposits especially marble, limestone and gold.
On Friday, John Vianney Lutaaya, the Principal Staff Surveyor in the Lands Ministry who accompanied the minister to the dialogue, said they were planning to travel to Moroto. Without divulging more, the officer said he would explain all the delays on arrival to Moroto.
One of the staff at the office who preferred anonymity to be able to speak freely about the matter says that the production rates dropped after the operation by the State House Anti-corruption Monitoring Unit. The staff member says that a number of their colleagues were transferred, others willingly quit and the new appointees have also not turned up.
The tension started when police from Katakwi arrested six residents from Napak and detained them on charges of malicious damage to property, assault and theft offenses which were committed as far back as 2017, according to Katakwi District Police Commander Tonny Ondoga.
Ronald Ndawula, the Luweero LC 5 Chairperson, says even the land board members appointed by the Minister may be compromised by corruption and not to work in interests of the people. He says that the proposal is being brought in bad faith may not solve land conflicts as expected.
The summons signed by the Commissions Acting Secretary, Dr. Douglas Singiza requires Amongi to appear before the commission next Monday. The Minister is among others required to respond to allegations that she is involved in the mismanagement of the Land Fund.
On May 8th, 2013, the Makindye Deputy Resident City Commissioner convened a meeting involving the warring parties and directed Bwanga to stop all activities on the contested land in vain, saying she was acting on behalf of Buganda Kingdom.
The computerization of the Land registry was funded by The World Bank to the tune of over USD 23 million with hope that it would ease the titling of property, registration of land or generally improve land administration. The system was initially piloted in a few districts and it has since been rolled out to the ministerial lands zonal offices.
She told the Commission that the collapse of systems at the land registries together with integrity problems in land administration led to issuance of fake land titles that are now due for cancellation. She also claimed the land registrars need to be cushioned from politicians whom have partly contributed to the mess at the lands registry.
Crime statistics from the Uganda Police indicate that an estimated 80 percent of criminal cases going to court emanate from land disputes; including conspiracy to defilement, murder, criminal trespass, threatening violence, assault, arson and malicious damages to property. Many believe that the death of five people in a house fire in Nwoya district last year was land related. This year, another 13 people died and scores were injured in land-related violence which pitted Acholi and Madi communities against each other in Apaa, Amuru district.
