In a ruling read by the Chief Justice Bart Katureebe, the panel of nine judges agreed that the petitioner did not present substantial evidence to prove that the Electoral Commission did not comply with the law.
The judge observed that court can only order police to produce a missing person if it is sure that indeed that missing person is in police detention. She added that in this present case, there is no evidence that Aine is being held in police custody.
Lumumba wrote a letter last week contesting Mbabazi\'s plans to hold consultations across the country, saying the move contravenes NRM party procedures. In the meetings, Mbabazi would be seeking the views of the electorate on his bid to contest for the Presidency ahead of the 2016 general election.
