Parliament Committee to Investigate Sexual Abuse in Schools investigations 2

Parliament on Thursday resolved to set up a Select Committee to probe allegations of sexual harassment in institutions of learning. The decision in a plenary sitting chaired by Speaker Rebecca Kadaga followed a motion by National Female Youth MP Anna Adeke Ebaju who sought for a resolution of parliament to inquire into allegations of sexual violence in schools.

The report indicates that, at the beginning of 2013, Victim 1 began to spend time with Haji Mugagga when he was still the headteacher at Lubiri High School. She was found pregnant in 2014 and suspended. she later moved in with Mugagga at his Seeta Residence during which time, the pregnancy was terminated.

Schools to Lose Licenses over Sexual Abuse 1

The Ministry of Education defines sexual abuse as the involvement of a child in sexual activity with another person that he or she does not fully comprehend, is unable to give informed consent to, or for which the child is not developmentally prepared. Such acts include verbal utterances that are sexual in nature, touching or fondling the child in a sexual manner, indecent exposure of sexual objects, being forced to look at sexual scenes and offering gifts in return for sexual pleasure.
