The dogs attacked Sseremba on Sunday while picking coffee from his garden. He was rushed to a private clinic in Bukomansimbi and later referred to Villa Maria hospital where he died.
Hoima Municipal Veterinary officer Swalleh Kajuma says those killed were stray dogs that had been abandoned. Kajuma says this year the Municipal veterinary department intends to vaccinate 1500 dogs.
On Tuesday this week municipal officials poisoned up to 80 dogs for straying on the streets and around garbage skips. The move comes barely two months after authorities killed 70 dogs in Kamukuzi division.
Robert Mugabe Kakyebezi, the Mayor Mbarara Municipality says they asked dog owners to restrain them in July 2016, but most of them ignored the directive.
The minor filed her law suit through a next friend Christine Mundruru before the High Court in Kampala today. She has jointly sued Wakiso district local government alongside civil society organization; Center for Health, Human Rights and Development.
Local leaders say the dog attacks have been on the rise in different communities since December 2014. The most affected villages are Kanoni, Nakasunzu and Kasaana in Mijwala Sub-county, and Tangirizi, Lwemiyaga, Kigere, Lwesankala, Kakoma, Kasambya in Lwebitakuli County where more than 30 animals were also killed.
Residents of Lwankoni Sub County in Rakai district are living in fear after stray dogs started killing their animals. The dogs, in a pack of 20, have made it impossible for locals to move freely about in the night or early morning.
According to KCCA’s Department of Public Health in one such exercise, the Health Officers captured a jackal in Kyambogo and stray dogs in Central Kampala, Nakawa, Rubaga, Kawempe and Makindye divisions.
Two of the deceased have been identified as 6-year-old Frank Seruwagi and 12-year-old Karim Lubwama both residents of Kiiya village in Butuntumula sub county.
