The account was collected from officers in the districts of Moroto, Napak and Kaabong. The officers who requested to speak on condition of anonymity for fear of being reprimanded said that staying in the area for years without transfers and promotions, tantamount to punishment.
ACP Bakaleke has been the Regional Police Commander Kampala Metropolitan South until Saturday night when he was dropped by his boss, IGP Kayihura. Hours later, however, Kayihura was himself dropped from the police command and replaced by his deputy, Okoth Ochola. Also dropped is General Henry Tumukunde whose docket as Security Minister has been handed over to General Elly Tumwine. As IGP, Ochola will be deputized by Brigadier Sabiiti Muzeei, who has been commandant of the Military Police.
In the message released this afternoon, four regional spokespersons have been transferred to the police headquarters to act as liaison officers for different directorates. They include Vincent Sekate, Samson Lubega, Sophie Naggayi Kaggwa, and Evas Ainomugisha.

According to the transfer list issued on Wednesday evening, Muhammad Kirumira, the Old Kampala Divisional Police Commander now moves to Buyende, the Kiira DPC Michael Kasigire has been transferred to Kiryandogo while Kenneth Muheirwe Muketu, the Buyende DPC moves to Kampala Metropolitan as Staff Officer Operations.
The transfer follows a petition to the Inspectorate of Government challenging the promotions. The petitioners say that the list of promoted officers was edited by officers in the Police Directorate of Human Resources to add persons whose names had not been sanctioned by the appointing authority.

The Inspector General of Police General Kale Kayihura has finally cracked the whip on Senior Commissioner of Police Laban Muhabwe and transferred him from the Directorate of Non Human Resources. Muhabwe was early this year at the centre of an alleged theft of 400 bags of cement from the Directorate. Though the rumor was rife it was never confirmed to be true.
