Erasto Kibirango, a lawyer with Kwizera Mukisa and Company Advocates says such delays benefit the accused persons as they are overtaken by events as both the complainants and witness lose interest in the matter.
This morning, Nadduli drove to Luweero district headquarters and handed over the vehicle to Ndawula in the presence of the Chief Administrative Officer, Eustace Gakwandi and other leaders. He said there was no need to hang on to the vehicle since he had received another one following his appointment as minister without portfolio.
According to Gakwandi, the two officials will be on half pay until they are cleared. Priscilla Kiwumulo, the Accounts Assistant couldnt be reached but sources say she caused a stampede in her department when she wept loudly after receiving the interdiction letter. Kiwumulo had earlier on committed herself in writing to pay back the missing money but allegedly backtracked on her agreement.
