Buwembo, a member of the Jobless brotherhood pressure group, is challenging Kato Lubwamas election as a Member of Parliament on grounds that he does not possess the required academic credentials. Ugandan MPs are required to have an equivalent of the Advanced level A-level Certificate of Education as a prerequisite.

The ruling date was set by Justice Margaret Oumo Oguli after lawyers from either side argued in favour and against the grant of leave to the petitioner to file his petition out of the mandatory time.
