Tom Kulumba, a Projects Manager Health Systems Advocacy at AMREF Health Africa, an International NGO that’s financing the drafting of the bill says that they together with the Ministry of Health contracted two lawyers Primah Kwagala and Ronald Magagga to be consultants on the bill whose drafting starts next week.
The plea was made by Githinji Githahi, the Director General of Amref Health Africa during the first Margaret Mungherera Memorial Lecture, started in Honor of the renowned psychiatrist and medical administrator, who succumbed to cancer early this year.
Only 30 percent of Village Health Teams-VHTs members are trained to manage patients in communities. Uganda adopted the VHT strategy in 2001 as a bridge in health service delivery between community and health facilities. Prof. Anthony Mbonye, the Director General Health Services, notes that the training gap has been caused by lack of funding.
