The Padibe town council speaker Godwill Onen who also doubles as the chairperson of Lawmo Sub County Leaders Forum says the councilors from the 9 affected Sub Counties and 2 town councils were being told to receive only 158,000 shillings instead of 420,000.
Brig Gen David Mugisha the second in command of the 3rd infantry division apologized for the incident and the miscommunication from their public relations officer and also condemned the act of the errant officers who participated in the murder. Mugisha disclosed that the five soldiers who were involved in this act have been arrested to face court-martial on murder charges.
The affected residents are from the village of Ngobye in Buraru parish in Buraru sub county. They are feuding with Neko Isingoma,a prominent businessman in Hoima town over a piece of land measuring about 100 acres in the same area.
According to the residents, the soldiers were deployed in the area on Friday last week under unclear circumstances, causing anxiety among the locals. Hakim Alua, a resident of Ocea says they are living in fear since their areas are being patrolled by soldiers whose mission is unknown. He further noted that the soldiers have arrested several youths on unclear charges.
“We are just going through our process, sticking to our structures and we await the result, but I think we are focusing more on ourselves at the moment not so much focusing on the opposition, as long as we get our stuff right I think we will be fine,” Coach Onyango told URN in an interview
The Lamwo district LCV Chairperson Sisto Oyet Ocen says the contractor was handed the site in July 2021 but immediately abandoned the project works and numerous efforts to reach out to their management on the work inception and progress have been to no avail.
Nathan Bwogi, the State House Land Unit Lawyer says they have had various engagements with the involved parties to end the dispute. Bwogi says the land unit has advised Brig. Bekunda to withdraw the deployed soldiers because under the laws such work can only be sanctioned under the police directorate of operation.
The day and night presence of soldiers, according to Maj Kabona, is intended to prevent looming anarchy. Maj Kabona explains that for them as security operatives they are aware of the impending security threats.
