Residents of Kabale have criticised officers
attached to the Criminal Investigations Department-CID and in Charges of Police
outposts across the district for using harsh language.
Residents claim that
they are treated harshly by Police detectives and OCs whenever they rush to
police to seek services. As a result, the residents claim that many of
them shy away from reporting cases and resort to taking the law into their own

Village in Nyabikoni ward in Central division, says their efforts to ensure
criminals are prosecuted are frustrated by the attitude of the CID officers.
He says this has given chance to

Robert Kakuru Byamugisha, the Director of Kick
Corruption out of Kigezi-KICKS, a non-governmental organisation based in
Kabale, says most CID officers and OC brag on residents as if they are
Inspector Generals of Police.
Byamugisha says as a result, many residents to
report cases, which undermines the delivery of justice.

Moses Bahatiyamungu, a resident of Katuna town
council, wants the implicated officers expelled from the force.

The Deputy Commissioner for Community Policing,
Anatioli Muletelwa concurs with the complaints of arrogance leveled against the
officers in Kabale, saying it has greatly affected police work and its relationship
with the community.
He says it is a big

sub region in 8th position among the regions with high crime levels.
