There is bickering between Abel Bizimana, the Kisoro district LC 5 chairperson and some councilors over land.

Councilors accuse Bizimana of allocating government land to Kisoro Concern for Marginalized People Organization-KCMPO, a non-government organization operating in the district without a council resolution.

Bizimana is said to have given out the land found in Rukeri village in Gitenderi parish in Nyarusiza Sub County to the NGO last year to construct accommodation facilities for the Batwa in the sub county.

Councilors fault Bizimana for allocating the land in disregard of the laid down guidelines. 

Expedito Byensi, the Representative of Nyakabande Sub County, says although they are fully aware of the work of NGO targeting the revival of the livelihood of the Batwa, they didn’t discuss the land allocation.  

Byensi says that they were shocked to receive credible information that the NGO was given land to construct accommodation facilities. 

He wonders why Bizimana secretly gave out land to the NGO without proper documentation.

Byensi also says that as councilors they don’t know how many acres the NGO was allocated since it isn’t surveyed and has no land title. 

He says that Bizimana’s decision is an indication of open dictatorship that cannot be tolerated.  

Betty Tereraho, the Muramba Sub County Female councilor, says they are not satisfied with the explanations given by Bizimana to give unsurveyed land to KCMPO because he never presented the matter to council for discussion.

She says Bizimana’s decision is disrespectful to the council. Tereraho demands that the NGO be evicted until proper procedures are followed, adding that they risk losing the land since it has no title.    

Amos Hakizimana, the Speaker Kisoro District Council, says Bizimana should have consulted council for guidance other than secretly giving out public land.

Hakizimans says to avoid similar incidents in future; the district council has already resolved never to allow any untitled government land to be allocated to an NGO or any other investor for development.

However, Bizimana accuses councilors of sabotaging activities of the organization that is helping the marginalized Batwa community. 

According to Bizimana, he was forced to give out land for construction of accommodation facilities after considering the way Batwa sleep in the cold without houses.
