Leaders in Arua have decried the poor service delivery at the zonal lands office. In 2018 the Ministry of Lands, Housing and Urban Development opened a regional lands office in Arua to bring land-related services closer to the population.

However, three years down the road, the lands office is struggling to meet the expectations of the population. Sam Wadri Nyakua, the Arua district LC V chairperson, says the regional lands office is failing to help the population to secure their land. 

He says that securing a land title, which is supposed to take two weeks, takes forever at the lands office in Arua.

Monica Dungu, a resident of Nebbi district expressed frustration over poor service delivery at the Arua Zonal lands office. She says her father has failed to secure a title for their customary land for over 15 years due to frustration at the lands office.

Bonface Alioni the Arua District Production, Marketing and Natural Resources secretary, says that he has received several complaints from residents over the unreliable service delivery at the Arua regional lands office.

However, Rose Bako, the Principal Lands Officer in the Arua Zonal office, says that they face a number of challenges ranging from technical to human resource, which affects their operations.

There is increased demand for the land-related services in Arua and West Nile at large following the elevation of Arua to city status as people rush to secure their land.
