The Soroti Mayor, Paul Omer has petitioned the State House Anti- Corruption Unit accusing police of mismanaging several cases. He says a number of cases reported to police have failed to see the light of the day because officers meddle with investigations.   He is specifically concerned with the alleged sodomy case reported to Soroti Central Police Station in June this year against the Head Teacher of Halcyon High School, Marcel Domniano Adunya. He also raises issues of alleged child sacrifice in Amen Ward in Soroti town in July this year and defilement of pupils especially in Asuret Primary School in 2017, which he says have been mismanaged.

Omer claims that police only work for people who have money and power at the expense of the poor. Citing the sodomy case reported by a student of Halcyon High School on June 10th, 2019, Omer says the police instead detained the complainant on charges of assaulting the suspect, Adunya.

It is reported that the student ran to police after injuring the head teacher’s private parts in self-defense when he attempted to sexually abuse him. Police locked up the student and later handed him over to the school administration where he reportedly went missing.

There is no clear information on the whereabouts of the student both at the school and his relatives. The grandmother who resides in Kichinjanji ward in Soroti town told URN that the boy was transferred to some school in Kampala after she was summoned on June 11th, 2019. 

She says that although the student had been her responsibility, the arrangements to transfer him to Kampala were done behind her back with the help of some of his uncles.  But one of the uncles to the boy also claims he has no idea of his nephew’s whereabouts.

URN has learnt that the student was picked from Soroti CPS by the deputy head teacher, Paul Onyait in the company of the Resident Director Richard Omusei. The development is captured in Onyait’s statement dated July 15, 2019 under case no GEF 38/2019.   He was then taken to some private school to continue with his studies so as to keep him out of the public domain. But in his argument, Omer claims there must have been foul play by the perpetuator and some of the relatives to transfer the boy to silence the matter. He claims that it is not the first time allegations of sodomy have come up against Adunya.

In 2016, a mother of a- 17- year- old student at Halcyon High School reported a case of alleged sodomy against Adunya but she was forced to settle the matter with the perpetrator at Shillings 2 million. Adunya has since denied the allegations of sodomizing students or getting injured by one of his students at Halcyon High School.   “The sexual allegations are not new to me but the relentless smear campaign by some of my competitors in academic excellence because to them, such things will bring me down. I recall in 2016, a similar allegation was brought up by a parent but it was proven untrue utterance,” the head teacher says.

Lt. Col. Edith Nakalema, the head of the State House Anti- Corruption Unit, who was in Soroti recently, promised to follow up the matter. She noted that the case had other serious issues like the disappearance of the student before the sodomy case could proceed.

Nakalema says she has directed the Soroti District Police Commander, Jamada Wadera to write a report on the alleged case of sodomy, that she will collaborate with the mayor’s report. In an interview with our reporter, Wadera had indicated that police were not aware of the alleged sodomy case but had pursued assault case first against the head teacher.

URN has also learnt that two medical reports were done on orders of the East Kyoga Regional Police Commander, Maxwell Ogwal and the police standards unit after a complaint was lodged by the victim’s uncle on June 17, 2019. 

The complaint was addressed to Ministry of Education and Sports, Uganda Human Rights Commission, the Inspector General of Police and Directorate of Ethics and integrity over mismanagement of the sodomy case and missing student.

Ogwal says the case that was registered vide GEF 38/2019 against Adunya is being investigated by the region, adding that it had earlier been recorded as an assault matter at Soroti CPS.
