Bushenyi CAO On the Spot for Suspending PAC Chairperson

Silage Byamungu, the Ishaka Division LC V councilor, says PAC has spent four months without operating and no explanation has been provided to the top district leadership. Today’s council session was dominated by calls for explanation as to why the PAC chairperson was suspended.
Bushenyi Chief Administrative Officer, Elias Byamungu has come under fire from the district leadership for suspending Emanuel Karasi, the Public Accounts Committee-PAC Chairperson under unclear circumstances.    

Byamungu is said to have suspended Emanuel Karasi following disagreements over accountability issues. During the council session on Tuesday, councilors demanded explanation on why the PAC chairperson was suspended.  

Anthony Katwarana, the Nyakabirizi Division councilor wonders why the Chief Administrative Officer suspended the PAC chairperson without the knowledge of the council.  

Adam Kyakuwa, the Nyabubare Sub county councilor, says they have reliably learnt that the CAO has personal issues with the PAC, which shouldn’t be mixed with official work.

Emmanuel Karasi, the suspended PAC chairperson couldn’t be reached for comment as his known telephone contacts were switched off.    

Elias Byamungu, the Bushenyi Chief Administrative Officer, says he only instituted a committee to investigate the chairperson for allegedly presenting forged academic documents after receiving a tip from a whistle blower.  

 

He says the whistle blower provided the district leadership with vital information about the PAC chairperson’s academic documents and they asked him to step aside and pave way for investigations.

He claims that Karasi stopped appearing in office after learning that he was being investigated for allegedly uttering false documents.
