Gov't Begins Physical Development Planning for Kacheri Town Council, Sub-County

The initiative aims to promote inclusive and participatory land use planning to address land conflicts, enhance peace, and build climate resilience in the region, which is characterized by communal land ownership and agro-pastoralist practices.

The Ministry of Lands, Housing, and Urban Development, with funding from the Intergovernmental Authority on Development (IGAD) under the Land Use Planning Project, has begun the physical development planning process for Kacheri Town Council and Kacheri Sub-County in Kotido District.

The planning process will be implemented in Kacheri, Napeikat, Jie-Lolelia, and Lokwasanyion parishes in Kacheri Sub-County, as well as Kalogwel, Kokuwam, Lokiding, and Lokoona wards in Kacheri Town Council.

The initiative aims to promote inclusive and participatory land use planning to address land conflicts, enhance peace, and build climate resilience in the region, which is characterized by communal land ownership and agro-pastoralist practices. It focuses on mapping land use and settlements, securing land titles, and addressing cross-border land issues within the Karamoja cluster.

Ronald Murungi, a physical planner at the Ministry of Lands, stated that a team of experts will be on the ground starting today, February 18, 2025, to carry out mapping of the designated areas. After the mapping, a draft physical development plan will be generated and displayed to the residents for scrutiny before final approval.

Harriet Draleru, the Kotido District Senior Land Management Officer, urged the local population and authorities to embrace the project, noting that it would pave the way for lobbying development projects for Kacheri Town Council and Kacheri Sub-County. She highlighted that previous attempts to develop land use and physical development plans for lower administrative units in Kotido had been hindered by financial constraints and appealed to the ministry for continued support.

Lieutenant David Aisu, the Kotido District Internal Security Officer (DISO), pledged security for the planning team on the ground. He also urged local leaders to avoid spreading misinformation, clarifying that the mapping process is not intended to grab anyone’s land.
