According to Yusuf Nsibambi, the chairman Kampala district Land Board, the titles issued by the Uganda Land Commission are fake because they do not have the mandate to issue or allocate land which role is vested in the district land board.

Last year KCCA through one Edward Mugabi filed a suit in the High Court before Justice Solome Bbosa seeking declarations that upon coming into force of the KCCA Act, the Kampala district land board became illegal. This meant that all transactions effected by the board were null and void.
However, on the 19th of June this year, Justice Bbosa found that the Kampala district land board is established under Act 240 (i) of the constitution which provides for its independence and is supposed to act independently of any institution including KCCA.
She also declared that the KCCA Act did not and cannot purport to create powers to usurp the provisions of the constitution. She added that all decisions made by the Kampala Land Board upon coming into force of KCCA Act are valid and effective.
Nsibambi is now calling upon KCCA to stop collecting exorbitant ground rent from the public unless assessed and advised by the Land board.

KCCA is also required to refund over 3.5 billion shillings withdrawn illegally from Orient Bank to the Land board Account in the same bank. Efforts to get in touch with KCCA officials were futile.
