In August 2021, Busia district council approved three nominees to the district service commission and forwarded the names to the Public Service commission for confirmation. However, to date, the Public Service Commission is yet to confirm the nominees, which has affected the appointment of key district staff.
The implementation of the
parish model in Busia district hangs in balance due to the failure to recruit parish chiefs owing to the absence of of a substantive District Service Commission.
The Parish Development Model is a government program that seeks to organize and deliver public and
private sector interventions for wealth creation and employment generation at
the parish level.
Busia district received funds from the government to recruit 25
parish chiefs to implement the program.

Mugeni Wasike, says that they have several vacant posts and many other
people in acting capacity but their hands are tied in the absence of a district
He says that the delayed confirmation of the District
Service Commission members has slowed the progress of the implementation of parish model programs.
He says that they need to
recruit 25 parish chiefs for the program, adding
that they have now the Chief Administrative Officer-CAO to the public service commission.

The issue of the district service commission and recruitment of parish chiefs in Busia
district was first raised during a meeting between officials from the office of the President, Resident District
Commissioners and heads of security in Elgon and Bukedi sub
regions in Mbale City
Busia Resident District Commissioner,
John Rex Aachila told Peter Ogwang, the Minister
for Economic Monitoring that the LC V chairperson and his council are failing
source the services of the District Service Commission from a neighboring
district to handle the recruitment.

Barsa, both residents of Busia, say that the absence of a district service
commission has slowed service delivery.
