Absentee Teachers Must Lose Jobs- Mrs Museveni

The Minister of Education and Sports Janet Kataha Museveni wants all absentee teachers to be dismissed from their jobs.

She made the call during the release of the Uganda Certificate of Education Examination results,  this afternoon, where it was indicated that there was a poor performance of learners in science subjects. According to the results released, nearly half of the candidates that sat for the examinations failed sciences despite the government's efforts to boost the field.

The results showed that many of the learners especially those in Universal Secondary Education (USE) schools failed science subjects like physics, biology and chemistry due to a lack of knowledge on how to handle laboratory equipment, record observation from practicals or even which symbols to use.

But Mrs Museveni attributes the failure to science teachers that leave government schools where they are posted and go to private schools to moonlight.

At the Primary Leaving Examinations that were released earlier this month, government-funded Universal Primary Education schools performed poorly compared to private schools. 86 per cent of the candidates who failed examinations were from UPE schools. The minister has now tasked the Directorate of Education Standards to carry out school inspections on a regular basis to ensure that government resources are put to good use.

This will not be the first time that absentee teachers are penalised for absconding from duty. Many districts have been invoking the public service standing orders section A-N and Establishment notice number 4 of 2009 which gives accounting officers to withhold salaries of staff that abscond from duty.

Besides, withholding salaries if a teacher takes long Without showing up at the duty station can be scraped off the payroll.
