Omoro and Pader districts were the second and third respectively.
Other Northern districts that dominated the list of top 10 best performers include Lamwo, Arua municipality, Kitgum, Amuru, Gulu district and Gulu municipality. Wakiso district emerged the 15th winner, Kapchorwa 19th and Bulambuli district emerged the 20th.
While releasing the results, Martin Okello Okwir, the national chairperson Uganda Primary school games and sports Association, described this year's competition as successful.
Lira district won under the category of special needs boys' competition with a total of 633 marks while Arua district emerged winner in the girls' category with 557 points.
The participants under the categories of under 12, 14 and 16 years competed in different tasks like the 100, 200, 400 and 800 meters and cross country races, javelin, relays, high and long jump among others.
Tororo and Kitgum districts emerged last year's national champion followed by Pader district in second position.
This year's competition that attracted about 86 districts and 12 municipalities was opened last week by the first lady and Education and Sports Minister, Janet Museveni.
She tasked Uganda Athletics Federation-UAF to use the event to scout for upcoming talents in children.
