Kadir Kirungi, the Hoima district LC V chairperson wonders why there is massive entry of Congolese to Uganda despite the existence of fully functional immigration offices along the shores of Lake Albert.
Ronald Favor, the Immigration officer in charge of Bugoma, Kaiso and Sebigoro immigration offices on the shores of Lake Albert in Hoima and Kikuube districts is under the spot for alleged extortion.
Both fishermen and local leaders in the two districts accuse the officer of extorting money from illegal Congolese entrants into Uganda. Kasim Abigaba, a fisherman at Kaiso landing site in Hoima district, says the officer is compromised by rich Congolese who cross into Uganda illegally.
He says the officer has escalated the illegal entry of Congolese nationals into Uganda through Lake Albert and wants him investigated.

Robert Mjuni, another fisherman, says the immigration officer has sidelined local leaders he is expected to work with to stop the illegal immigrant. He calls for the immediate transfer of the officer from the area for fueling the illegal entry of Congolese into the country.

But Ronald Favor defends himself against the accusations, saying Kikuube and Hoima districts only have three fully functional immigration offices at Kaiso, Bugoma and Sebigoro landing sites yet they have more than 30 landing sites.
He says many Congolese nationals sneak into the country under the cover of darkness and freely mix with Ugandans, which makes it difficult to trace them.
