Amolatar RDC Accused of Meddling in Emyooga Program

The Resident District Commissioner Amolatar Eva Kwesiga has been accused of interfering in the Emyooga program.

On Wednesday, MPs probing the utilization of the Emyooga funds were told that Kwesiga side-lined Carla Teddy Ayo, the commercial officer and other members of the Emyooga task force and formed 317 new groups to replace the initial 411 groups that had been approved by the task force.

In January, the district received 970 Million Shillings in January 2021 as funding for Kioga Constituency SACCO and Kioga North SACCO. However, to date, the SACCOs have not accessed the funds.

Ayo told the MPs that she will not approve any new group to receive the funds.  She explained that there is a conflicting list of groups generated by the RDC meant to utilize the funding in the district and she is not ready to take risks and be held responsible.

Agnes Atim Apea, the Amolatar District Woman MP cited lack of coordination and interference by political leaders as one of the major challenges affecting the progress of the project.

Jacinta Olima, the chairperson of Lokkede tic Group says she is disappointed by the delays in accessing funds. She says that they had hoped the money would help them at the time they are being affected by the covid-19 pandemic.

Members of Parliament are currently on a working recess to assess the impact of Emyooga funds in their constituencies before the commencement of the 490 Billion Shillings Parish Development Model.

The distribution channel involves the Micro Finance Centres depositing the respective funds onto the bank accounts of the beneficiary SACCO, which then passes it onto the parish-based associations that form a particular SACCO. Each SACCO gets 30 million which is managed as a revolving fund.
