Arrow Boys Militia Commander Jailed for Torture

An arrow Boy's militia commander has been sentenced to three-year imprisonment and dismissed with disgrace from the army, for alleged torture.
Patrick Okello attached to Okude Army Detach in Amuria district, was accused of masterminding the torture of three suspected witches in Orungo Sub-County, Amuria district.
The Unit Disciplinary Committee chaired by Captain Stephen Bua, found on Tuesday heard that Okello in August this year organized an illegal meeting in Okude village, during which he coerced residents into casting a vote on suspected witches.
Shortly after the voting exercise, Okello identified three suspected witches - Tom Bosco Ewotu, William Olemu and Michael Elau. The trio were arrested and transferred to Okude barracks from where they were tortured by soldiers for over eight hours. They were released with strict instructions not to seek any medical treatment on return to their homes.
The suspects suffered intense pain from the sceptic wounds, until residents alerted police about their plight.
The police took the suspects to Rubongi military hospital, where they were admitted for three months. Police also alerted the army authorities about the matter, leading to the apprehension of the militia commander.
In his ruling, Captain Bua, found Okello guilty of two counts of causing grievous body harm and illegal detention of civilians in a military barracks.
Third Division Army Spokesperson, Lt. Henry Obbo, says Okello who has served in the army for more than 10- years, contravened both the UPDF Act and the constitution, by subjecting suspects to torture.
