The Mayor Arua Municipality Isa Kato has been ordered to refund 9
million shillings he reportedly received as additional allowance after
travelling to Turkey.
In a letter dated March 1st 2019 to the Mayor, the Arua Municipal
Town Clerk Christopher Daniel Kaweesi said the order to refund the money
accrues from an audit report by the Auditor General.
According to sources, after an exposure trip to Turkey for Mayors
in November, Kato claimed for extra 9 million shillings on return, which was
paid by the Head of the Finance department, Khamil Erejo.
Erejo was early this year arrested by the State House
Anti-Corruption Team and is now under interdiction.
Kato had initially been given 6.8 million shillings for the Turkey
“You are requested to refund the stated amount (UGX 9,657,900)
within 3 months from the date of reception of this letter,” reads the letter in
In November, Kato was also requested to refund more than 1 million
following a report from the Internal Audit. The money had been paid to him for
supervision of the stalled Mango road.
According to the report, the Mayor and his secretaries were
supposed to receive 11,000 shillings to supervise the road works but he was
paid 1 million shillings.
But Kato has declined to refund the money, claiming he demands
over 11 million shillings unpaid salary and allowances for official duties for
more than three months by the Council.
“Which Monies are you talking
about when the Municipal Council owes me over 11 million shillings, instead I’m
demanding them to pay me,” said Kato.
