Civil servants eyeing to contest the Bukanga County MP seat in Isingiro district on the NRM ticket are protesting the road map issued by the party Electoral Commission saying it favors specific individuals.  The seat fell vacant last week after Gregory Matovu, the area MP succumbed to the deadly throat cancer at Nakasero Hospital. As a result, Professor Elijah Mushemeza, the NRM Electoral Commission vice chairperson issued a road map for primary elections to fill the vacant seat.

According to the roadmap, Mushemeza ordered all civil servants who seek to contest to resign from public offices, present their academic documents, together with recommendation letters from their respective schools. He also set October 7th and 8th as dates for the nomination of candidates for the party primaries. This has not gone down well with some aspirants especially those in civil service.

The affected aspirants are James Byaruhanga, a sub county chief, Francis Tumuramye, Isingiro District Education Officer, Ben Katyoko, Mathias Tubanomwe Turikanya and Major Ronald Kakuru Kato, a brother to the deceased MP. They argue that the road map does not give them ample time to fulfill the necessary requirements. The aspirants accuse Prof. Mushemeza of conniving with Bright Rwamirama, the state minister of agriculture to issue a road map, which favors some aspirants.

They also argue that it was unfair for Mushemeza to secretly order the issuing of nominations forms instead of making officials announcements through the media. James Byaruhanga, one of the affected aspirants says he is dissatisfied with the road map issued by the party electoral commission.

Cue Out:…… extremely unfair”//

However, Prof. Mushemeza says their hands are tied because he only has three weeks to organize polls.

Cue Out: …… have time”//

Dr. Ruhakana Rugunda, the NRM Electoral commission chairperson has asked the aggrieved to lodge a formal complaint, which will be heard. So far four candidates have been nominated to contest the NRM primary elections for Bukanga MP Seat. They are Steven Rwakanuma Kangwagye, Aron Mpirwe Turahe, Honorato Muhanguzi and the former area MP Engineer Nathan Byanyima who lost the seat to the Late Gregory Matovu.

Six others including Jacqueline Asiimwe Matovu, the daughter to the fallen MP pleaded with Mushemeza on Tuesday to allow them get nominated in vain.
