Moses Anok, the Acenlworo parish councilor says that the abuse of the fund by the former Sub County Chief has retarded the development of the newly created Sub County. Anok wants the Anti-Corruption Unit to intervene in the matter.
The leadership of Atongtidi Sub County in Kwania District has called for expeditious investigations into the complaints of financial impropriety against Beja Tom Richard, the former Senior Assistant Secretary. Beja served Atongtidi for nearly eight months and was transferred to Ayabi Sub County.
Beja is being accused of swindling Shillings 25 million meant for the procurement of three motorcycles for the Sub County under Discretionary Development Equalization Grant (DDEG) in the 2021/2022 F/ Year.
He is also being accused of misappropriating another Shillings 5 million meant for the construction of a public toilet at Akwoiwanga landing site. The allegations attracted an Internal Audit by the district.
According to a copy of the Audit Report seen by Uganda Radio Network, Beja withdrew Shillings 5 million that was meant for the construction of a public toilet at the Akwaiwanga landing site and mismanaged the fund.
The Audit also found that Beja forged the minutes of the Sub County Executive Committee and withdrew Shillings 25 million was meant for the procurement of motorcycles for this Sub County.

Patrick Onyum Okwang, the Atongtidi Sub County LC III Chairperson accused the district leadership of failing to take action over the same. Onyum said the accused who was asked to refund the money only paid Shillings 1.1 million out of the Shillings 30 million he was expected to return.

Beja had since denied all the allegations leveled against him. Bernard Opollot Apollo, the Kwania Chief Administrative Officer acknowledged receiving the complaint, saying the matter is being handled administratively.
