Angudubo Emmanuel, the Town Clerk of Ayivu Division, told Uganda Radio Network that leaders of the division conceived the idea of building an office complex in the financial year 2022/2023 to house the many workers in one place.
Ayivu Division plans to embark on the construction of a 3.89 billion shillings office complex at the end of this financial year.

financial year 2022/2023 to house the many workers in one place.
Currently, the staff of the division are working on renovating the residential buildings of the county chiefs who worked during the colonial
times.

Angudubo revealed that
the construction work was supposed to start last financial year, because the
design of the building was duly approved by the council and the physical planning
committee, unfortunately, the term of office of their procurement committee
already expired.
The division leaders
had already earmarked 300 million Shillings from the Discretionary Development
Equalization Grant (DDEG) to start the building. Following the delay in
starting the construction work, the division leaders have this ear earmarked an
additional 240 million shillings, which they expect will complete the ground
floor of the complex.

Angudubo explained that
because the project is big, they expect to build it in phases and they continue
to source for funds.
Joseph Afeti, the
deputy speaker of the Ayivu Division, explained that the division had a challenge
conducting council meetings because they had a small council hall.
When Arua attained city
status in 2020, the seven sub-counties of the then Ayivu County; Manibe,
Pajulu, Dadamu, Oluko, Aroi, Adumi, and Ayivuni, were merged to form Ayivu
Division, making it the biggest division in the city, with the second largest
council in Uganda after Nansana Municipality.
Afeti said that because
of the lack of space, they decided to rent out their small council hall and
conduct council business at Arua Core Primary Teachers’ College so that there
would be enough space for the 84 councillors, technical staff, and gallery
members.

The designs of the office block were made by Newton
Technical Services Limited at 100 million Shillings.
The office complex will
sit
on 19.5 acres of land at Okaliba Cell, Adalafu Ward, Ayivu Division in Arua City.
Once completed, the
complex will have an administration block, two council halls, and a conference
hall. Other facilities include a hospital, a mini-stadium, a commercial centre, police
headquarters, a mayor’s Garden, and a market.
