Binoga, 100 Others Transferred

In his message issued this morning, Kamunanwire appoints Binoga Commissioner in charge of Investigations and Intelligence at CT Directorate. He has been replaced with by Venis Baguma Tumuhimbise who has been transferred from the Criminal Investigations Directorate - CID headquarters at Kibuli.

The Director Human Resource Management Directorate in the Uganda Police Force, Col. Jesse Kamunanwire has shuffled senior police officers.  

Key among those affected by the transfer is Commissioner Moses Binoga, who has moved from the Anti-Human Trafficking Task Force in the Internal Affairs Ministry to the Counter-Terrorism directorate.

In his message issued this morning, Kamunanwire appoints Binoga Commissioner in charge of Investigations and Intelligence at CT Directorate. He has been replaced with by Venis Baguma Tumuhimbise who has been transferred from the Criminal Investigations Directorate - CID headquarters at Kibuli.

Binoga has been at the center of coordinating trafficking in persons where he has helped to intercept the trafficking of several girls to the Middle East. Working with Interpol Police, Binoga has been instrumental in helping families repatriate bodies of their relatives killed in Arab countries by their bosses.

Others affected by the transfers are Assistant Commissioner of Police – ACP, Sarah Kibwika, who has been moved from the Traffic Road safety director and appointed Deputy Commandant Professional Standards Unit - PSU.  Kibwika has been head of traffic operations.

Kamunanwire has also appointed Senior Superintendent of Police – SSP, Florence Kirabira commandant Focal Point and Small Arms department. Four Assistant Superintendent of Police - ASPs have been transferred to Logistics and engineering, 37 ASPs have been appointed Officers in Charge -OCs.

At least 12 Superintendents of Police -SPs have been moved to CT including two ASPs. These will be headed by SSP Grace Nakirayi who has been at CID. Similarly, Col. Kamunanwire has appointed 20 SPs to serve as Deputy Regional Police Commander - D/RPC and District Police Commanders.
