BOU Probe: COSASE Extends Bagyenda Summons to Thursday

The summons issued last week to former Bank of Uganda Executive Director Supervision, Justine Bagyenda to appear before the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) have been extended to Thursday. 

Abdu Katuntu, the Chairperson COSASE on Tuesday ruled that an arrest warrant will be issued should Bagyenda fail to appear on Thursday.

Bagyenda failed to appear before the committee last Friday and flew out of the country. This prompted the issuance of summons that required her to appear before the committee on Tuesday.

Bagyenda's presence before the committee is crucial according to Katuntu who has steered committee proceedings that have lately been unsuccessful in obtaining key progressive reports on the liquidation of assets of closed banks.

Katuntu read before the committee a letter from Bagyenda's lawyers under Kirunda and Wesige Advocates which indicated that Bagyenda would not appear today but rather she will be expected in the country within 10 days.

The letter dated 26th November 2018 reveals that Bagyenda had travelled to the United States of America (USA) for the International Trauma Summit in Houston at the invitation of the World Federation of Mental Health. The lawyers attached the invitation letter indicating that the summit would meet between 28th to 30th November.

Her lawyers state that she did not disclose her destination last week due to security reasons.

The letter also states that she is a law abiding citizen who will make herself available as soon as travel arrangements allow and that issuance of a warrant of arrest is unnecessary.

However, a section of Members of Parliament insisted that a warrant of arrest for Bagyenda be issued immediately.

Kasilo County MP Elijah Okupa alleged that he had information that Bagyenda is currently in Nairobi and not USA as alleged.

Buhweju County MP Francis Mwijukye insisted that a warrant of arrest for Bagyenda be issued saying that she was taking the committee for granted and that the move would send a message to the rest of witnesses in the matter.

Kitgum Municipality MP Beatrice Anywar said that Bagyenda was in contempt of Parliament demanding that an arrest warrant is issued.
