The break down of the newly acquired road construction equipment of Hoima municipality has irked councilors. On Tuesday, the issue dominated the municipal council meeting with some councilors proposing to petition the local government ministry over the matter. Hoima municipality is one of the administrative units that received new road construction equipment from government in July last year. However, hardly a year after, the road equipment is grounded.
The grader is already grounded, while the tractor is weak and cannot ferry large quantities of murrum. In her keynote address to council Grace Mary Mugasa, the Mayor Hoima municipality brought the issue to the attention of council saying the breaking down of the equipment has frustrated council’s efforts to maintain roads. The revelation by the mayor triggered a hot debate as members demanded that council writes to Ministry of local government complaining over the poor quality machines sent to Hoima.
Led by Francis Kunihira, the Central ward councilor, the members asked that a formal complaint be written to the ministry demanding that the supplier should be made to explain the mess. Kunihira argued that it’s improper for government to spend large sums of money on junk equipment.

Despite the fact that Kunihira’s petition was unanimously supported by the councilors, Mugasa said the problem was not only in Hoima. Mugasa explained that all other districts and Municipalities that received the equipment are complaining.
She revealed that a complaint had already been presented to Uganda Local Governments Association-ULGA, which she says was higher than the municipal council.

The members blamed the equipment breakdown for the deteriorating state of roads in the municipality. Engineer Bonny Kiiza, the Municipal Engineer told the members that they have now resorted to hiring equipment elsewhere to work on roads in the meantime.
