Bukulula Prisons, Residents Embroiled in Bitter Land Dispute

Bukulula prison authorities in Kalungu district are embroiled in a sharp row with Buganda Kingdom representatives and residents over the ownership of 11-acres of land.

Residents accuse prison officials of highhandedness and using inmates to harass them with intentions of taking over their plantations.

The disputed land neighbours Bukulula sub-county headquarters part of which is occupied by the prison facility and gardens.

However, residents say the management of the prison wants to forcefully grab the entire land including their gardens. 

Paul Mwanje, one of the residents cultivating the disputed land says despite obtaining tenancy certificates from Buganda Land Board, the known custodians of the land, prison administrators have insisted on crossing their boundaries to take over people’s plantations.    

Mwanje accuses Steven Abaho, the Officer in Charge of Bukulula Prisons of instructing inmates to vandalize property in the neighbourhood with intentions of forcing them off their land.

Rosette Nansubuga and Claudia Namugenyi, who also cultivate on the disputed land, say that their gardens were forcefully taken over by the prisons using ruthless methods.  

According to Namugenyi, the prisons administration has failed to create a harmonious relationship with the resident neighbouring the facility.

But Steven Abaho, the Officer in Charge of Bukulula Sub County Prison claims that the situation is being compounded by selfish residents who do not want to coexist with the prison facility.

He accuses the residents of destroying crops belonging to prisons and provoking the inmates and wardens every time they get out to work, which leads to clashes.

Abdallah Kato, the Buganda Deputy Representative in Buddu County accuses the Prison Administration of not being submissive to Buganda Kingdoms estates manager, arguing that they have deliberately ignored their cautions against harassing tenants.

He also blames the management of the prison for ignoring harmonization meetings and failure to meet their tenancy obligations.  He revealed that they have petitioned the Commissioner General of Uganda Prisons to reign in over his staff.
