Bulambuli District Chief Administrative Officer â€“ CAO Grace Namukura Watua is in trouble for alleged corruption and abuse of office. Namukura has been accused by the office of the Bulambuli Resident District Commissioner- RDC of illegally hiring to the private business entities the road equipments recently donated to the district by President Yoweri Museveni.
Bulambuli District Chief Administrative Officer – CAO Grace Namukura Watua is in trouble for alleged corruption and abuse of office.
Namukura has been accused by the office of the Bulambuli Resident District Commissioner- RDC of illegally hiring to the private business entities the road equipments recently donated to the district by President Yoweri Museveni.
In a letter to the Permanent Secretary Ministry of Local Government, RDC Simon Peter Nabende Wamoto accused Namukura of misusing her position as the custodian of the central and local government properties in the district.
Among others, he singled out the grader that was recently given to the district by the president’s office. He claims that his office has found out that Namukura had hired the grader to Maguye Akamaba, the Managing Director of Maguye Akamaba Construction Company to conduct private work.
He noted that whereas the roads in the district are in dire state that needs rehabilitation, Namukura is busy abusing her office to hire tax payers’ property and pocket the proceeds for her personal benefit.
Wamoto said that his office has also discovered that the grader was hired to the contractor to undertake the rehabilitation works on the 7km Bungwanyi – Bulumera road in Bwinghonge Sub County, which he said has since been abandoned with the work halfway done, yet full payment of 7.8 million shillings has already been effected by the CAO through the District Engineer.
He said that his own investigation shows that the road is managed and funded by the local government ministry and also wonders on which account the money to pay the contractor was drawn from, yet the road rehabilitation work was fully funded by central government.
Wamoto said he has accordingly directed police to impound the grader in question and it is now parked at Bulambuli Central Police Station pending the intervention of the Ministry of Local Government.
He said in his own view this tantamounts to double standard, incompetence, corruption and abuse of office on the part of the CAO as she failed in her advisory and accountability duties.
In his letter copied to the Minister for the Presidency, Minister of Local Government, Secretary Office of the President and the Principal Private Secretary to President Museveni, Wamoto is demanding that the Permanent Secretary Ministry of Local Government intervenes, investigates and subsequently takes disciplinary action against Namukura.
Namukura has declined to comment claiming that the matter has not yet reached her attention.
In December, Micheal Madoi, the Bulambuli district engineer was arrested together with Maguye Akamaba, the Managing Director of Maguye Akamaba construction, on the orders of RDC Wamoto. They were however released on police bond after spending a night at Bulambuli Central Police Station.
Wamoto accused Madoi of approving the completion of the 7 kilometre Bungwanyi-Bulumera road, which he argued was incomplete. He said that Madoi also approved the payment of 7.8 million shillings to the contractor yet he abandoned the work halfway.
Wamoto said that the payment was organized by the District Engineer, Chief Administrative Officer and contractor to defraud the district of 7.8 million shillings. He also directed the police to investigate the CAO on her role on the matter.
