Bulambuli Residents Complain of Rock Blasts

Residents of Nabongo Sub County in Bulambuli District are accusing Kampala Cement Company of blasting rocks that has endangered people’s lives.

Semi and permanent houses in the area have developed cracks and as a result, have been deserted by the owners. The most affected areas are Buwakoli, Bunambutye, Buwekanda, Bumasokho, Buwakooli, Bunandutu, Bumwalye and Masatsa parishes and the surrounding areas.

Stone quarrying started in 2015 in Kaserem, Kapchorwa district neighbouring Bulambuli district.

The residents accuse Kampala Cement Company of not compensating and sensitizing them before stone blasting started.

Joy Nekesa, the Community Development Officer Nabongo sub-county said that residents have held several meetings with the district authorities and the management of Kampala Cement but have not yield any positive results.   


Agatha Wakishaba, one of the affected victims said her house has developed cracks and may soon collapse. 

Alex Musebeye, another victim said they have written to Kampala cement about the complaints but have remained silent. 

“Kampala cement officials admitted to compensate the affected people by 25th May this year but up to date they have never come back,” he said.

Innocent Wandabwa, the Bulambuli District Environment Officer says that they have tried to meet the cement factory about the pleas of the community in vain.

He said that many companies in the area get mining licenses without first carrying out an environmental impact assessment.

Lawrence Wadada, the Chief Administrative Officer Bulambuli says that although the company pays taxes to Kapchorwa district, their activities are threatening the lives of the community.

The in-charge of the rock blasting site who preferred anonymity says that the company has never received any complaints from the community.

“When we are to carry out blasting, we converge a meeting with chairpersons of the surrounding areas and it only goes on  for only 2 hours,” he said.
