Bushenyi Councilors Reject Appointment of Former Councilor To School Board

Annet Tibemanya, the Ishaka division female councillor says that the Education Act 2008 mandates the District Education Standing committee to appoint one person with the approval of the district council to represent the local government on the school board.

Bushenyi district councillors have opposed the appointment of Rosemary Atuhaire to the board of Bweranyangyi Girls School citing failure to follow procedures in the Education Act 2008.  

This comes after the LC V Chairperson; Jaffari Bassajjabala named Atuhaire last week as the district representative to the school board of governors. 

Denis Nayebare Kanyankole, the LC V councilor of Ruhumuro sub-county, says that they were shocked to hear that the LC V chairperson had presented Atuhaire’s name to the district executive committee for approval yet this is the mandate of the district council.

He asked the chairperson and district executive committee to reverse the decision.

The District Council Speaker, Douglas Nuwamanya, says that they are yet to constitute the education committee since they have not held any council session since assuming office. He says Atuhaire’s appointment is illegal since it was done wrongly

Jafari Basajjabala, Bushenyi District Chairperson LC V confirmed appointing Atuhaire to the school board. He, however, says that he is planning to recall the name and follow the rights procedures after learning his mistake.

The third schedule of the Education (Pre-Primary, Primary and Post-Primary) Act 2008 part II provided for the composition of the board of governors comprising five members. One of the members nominated by the standing committee on education represents the local government.
