Bushenyi Local Government in Trouble for Concealing Stadium Construction Documents

In 2006, Bushenyi district local government contracted HABA Construction Company to construct a district stadium. But since then, the district has remained tight lipped on the progress of the construction works.

Apollo Kakonge, the coordinator West Ankole Civil Society says that they have repeatedly written to the district administration to provide them with information on the construction of the stadium in vain.

 

Kakonge says that they have decided to drag the district administration to court to provide them with the information saying that it is a constitutional right of residents of Bushenyi to get information about the stadium project.

 

He says that they are interested in knowing the bills of quantities, monies so far paid to the contractor, approved architectural plans for the stadium project, copies of certificates provided by the district for the works executed and status report on the project.

 

Kakonge argues that the refusal by district officials to avail them information makes them suspicious that taxpayer’s money was mismanaged. Kakonge says that they have already served the CAO with a notice to appear in court.

Banarbas Mbonimpa, Bushenyi District Engineer says that the first phase of the project that cost shillings 700 million has already been completed but does not divulge details.

 

Mbonimpa says that they have embarked on the second phase that is estimated to cost shillings 141 million. He says that they underestimated the cost of earth moving which affected their earlier budget.

In 2005, parliament passed the access to information act, which allows members of the public to access records of government ministries, local governments, statutory corporations and bodies, constitutional commissions and other government agencies, unless specifically exempted.
