Service Commission on the basis of high moral character and integrity, working
experience of not less than ten years in a responsible position and must be ordinary
in the district.
The act forbids public officer hold from appointment as

Simon Ddumba, a resident at Buvuma district says it would be a selfish move to
approve the LC V chairperson as District Service Commission chairperson before
resigning from his current office.
“It is an
act of office misuse, sometimes our people need to be appreciative. The people
of Buvuma chose him into power and once he has decided to step down it is also
better to give opportunities to other people. Buvuma has several reputable
people befitting that position,” he said.
However, Mabiriizi notes that his name was recommended by the district
executive after realizing that he has stopped participating in active
