The Chief Administrative officer Masindi has cleared Budongo Sub County to use funds from the Uganda National Roads Authority- UNRA without sharing it with Masindi district.
The clearance is contained in a letter dated October 4, 2018, addressed to the Sub-county chief Budongo and signed by John Nyakahuma.
This followed a dispute between Masindi district and Budongo sub-County after David Baguma, the district Finance officer tasked the sub-county to remit 35 percent of the 41 Million shillings it received from UNRA to the district.
The money was for compensation for the Sub County property that will be destroyed by the Masindi-Butiaba road tarmacking project.
However, the sub-county leadership opposed the move on grounds that none of the properties in question will affect projects outside the Sub County.
The affected developments include a sugarcane plantation and trees occupying over two acres of land and a market in Karongo village.
In the letter, Nyakahuma says after thorough consultation, he found out that the money is not shareable as it does not fall within the shareable revenue.
Nyakahuma, however, cautioned the sub-county leadership to spend the money in accordance with the public procurement and disposal of public Assets -PPDA laws and the other existing laws on financial management.
Kenneth Nyandwoha, the Budongo LC3 Chairperson says the sub-county will use the money to replace its projects that are going to be affected by the road construction project and also purchase a piece of land.
