Otim’s removal stemmed from several complaints of alleged misconduct to Inspector General of Police Lt. Gen. Kale Kayihura.

It comes a few weeks after three women claiming ownership of a disputed piece of land on which Aminakite Theological College in Apac is built, sued the Central North Regional police commander and the Attorney General over alleged assault and torture.

The women are part of a large group of residents of Apire parish in Aduku Sub County, who are embroiled in a bitter land wrangle with the trustees of Lango diocese. The conflict that started in 2003 is over the ownership of a 300 acre piece of land on which Aminakite Theological College is built.

 

The complaints include a petition early this year by two former Members of Parliament Charles Angiro Gutmoi for Erute North and Isha Otto Amiza from Oyam South. The two former legislators were reportedly attacked by police during a demonstration against persistent power outages in Lira.

 

Otim’s removal also followed a recommendation to President Yoweri Museveni that Otuke district police commander and central North police chief should disciplined over the recent land clashes that led to the death of a clan leader Alfred Oluge.

 

Simon Kutesa, Police spokesperson told URN on Thursday that Otim’s removal was effected on the orders of the IGP Kayihura over several issues which he declined to disclose.

 

Kutesa says Otim has been recalled back to the police headquarters in Kampala pending further deployment. According to the police spokesman, Otim will be replaced by Assistant Commissioner of Police Michael Mugabi. Otim declined to comment on the matter when URN contacted him on Thursday morning.

 

RPC Otim is the second regional police commander to be removed and sent back to police headquarters pending deployment after Alfred Bitwire was removed on the orders of IGP Kayihura in 2010.

 

Two days ago, Kasese district police commander George Abaho was removed from office and sent back to police headquarters over alleged incompetence.
