Chairpersons of Newly Created Local Councils Petition Speaker Over Operational Funds

Over 32 chairpersons of newly created town councils and sub-counties in Busoga sub-region have initiated a protest march to Parliament, aiming to petition the Speaker of Parliament, Anita Among, regarding the government's failure to provide operational funds to their administrative units.

The chairpersons state that their administrative units were established between the financial years of 2017/2018 and 2020/2021, yet the government has not remitted any operational funds, hindering their ability to address the needs of their constituents.

They argue that this lack of funds has reduced them to ceremonial leaders, limiting their role to attending funerals and other events, as they lack the resources to execute planned projects. 

Despite holding numerous meetings with various stakeholders over the past three years, including chief administrative officers, resident district commissioners, members of the Busoga parliamentary caucus, and government ministers, the issue of non-fund remittance persists.

Emmanuel Mukisa, the chairperson of their umbrella body, expresses hope that involving Speaker Among will exert pressure on the relevant government ministries to release the funds, facilitating smoother operations within the lower local council units and addressing the primary needs of grassroots communities.

Amuza Nkwanga, chairperson of Nankoma town council, explains that although they collect local revenue, these funds are never reimbursed back to them to address community issues.

Ibrahim Ndhoga, the L.C.III chairperson of Ibulanku sub-county, and caretaker leader of Busesa town council, highlights the lack of ex gratia and honorarium for parish councilors and lower-level chairpersons, which hampers council sittings and decision-making processes.
