Civil Servants Threaten To Demonstrate Over Funds

Civil Servants in Kitgum Town Council are threatening to stage a Demonstration protesting the manner in which the District is handling Town Council Affairs.

Scores of Civil servants say they are finding it difficult to access funds to run their activities.  

Some of the activities that require urgent funding are the NAADS programs, rehabilitation of the Bomah Ground, extension of Power to lulojo and Rehabilitating the Road from Caltex to Ginnery.

Richard Okwera Ojara, The Chairperson Urban Council, says that the Chief Administrative Officer has been slow at appointing an accounting officer for the council.

Michael Kilama, the Clerk to Council Kitgum Town Council, is allegedly serving as the caretaker Town Clerk, but he has no financial authority, which is granted by the CAO.

The CAO however notes that their plan for a permanent Solution of recruiting a Substantive Town Clerk has to be put on hold until the court battle between the District and the former Substantive Town Clerk Ocen George Albert is finished.

He says he is in the final stages of sorting out the problem.
